Dick Willhoit
President / CEO  
Dick has an extensive knowledge of and background in land acquisition, entitlement procurement, land development, management of residential properties and management of homeowner associations. His vision and leadership directs the Estrella team to aspire to excellence in quality, customer satisfaction, industry leadership and profitability. Dick has been involved with the Home Builders Association of the Central Coast for the past 25 years. He is a past president and Life Director of the organization, and believes in strengthening the local building economy through business affiliations with other members. Dick is also a Life Director of the California Building Industry Association and Past Chair for the California Homebuilding Foundation, the research, education and scholarship arm of the building industry in California; he serves as a Commissioner on the Housing Authority of Paso Robles for the past 8 years and has just concluded 2 years as its Chairman (PRHA); is a Board member and in his third term of the San Luis Obispo County Housing Trust Fund (SLOCo HTF); and is a Director and past Chairman for the Central Coast Economic Forecast. Dick is very active in local education and was a long-time School Board member of the Pleasant Valley, Paso Robles High School and Paso Robles Joint Union School Districts. He was the Board President the year following the unification of the Paso Robles elementary and high school districts and currently serves on the District’s Career Technical Education Advisory Committee and the Applied Technology Academy Advisory Committee.

While EAI is a for-profit development and building entity Dick has been able to share his expertise with Countywide and local Non-Profit housing providers to better facilitate the fabric of the community. This has been done by assisting in achieving the goals of the SLOCo Housing Trust Fund through his continued position with the organization:

The SLOCo HTF is a private non-profit corporation that was created to increase the supply of affordable housing in San Luis Obispo County for very low, low and moderate income households, including households with special needs. Similarly, his position on the Paso Robles Housing Authority (PRHA) has been instrumental with initiating the redevelopment of the PRHA’s 148 unit low income public housing community known as Oak Park into a new 302 residence tax credit development. 

Wes Willhoit

Senior Vice President
As Senior Vice President, Wes is responsible for project design, site development, and vertical construction for the company. He has twelve years of comprehensive experience managing real estate development and construction projects. Wes holds two California Contractor’s Licenses: General Engineering and General Building. Wes sits on the Board of Directors and Government Affairs committee for the Home Builders Association of the Central Coast. He is also a member of the SLO Green Build Board of Directors, a non-profit organization that promotes sustainable building techniques and education.

Through his involvement with a range of Estrella-developed projects, Wes has gained a sound knowledge for leading design professionals in the creation of construction documents. Wes led the team that achieved LEED Gold Precertification for River Oaks Center, which was the first LEED Core & Shell building on the Central Coast. River Oaks Center was also awarded the ICF Builder – Best Light Commercial project in February 2010. In 2005, The Cottages, a 90 home planned unit development, was awarded the American PolySteel Production Builder Project of the Year award. All 90 of these homes are also ComfortWise certified, a 3rd party energy efficiency/quality construction inspection and certification program. 

Quality control, customer turnover, and warranty are fundamental to Estrella’s construction process. In addition to the internal inspection process that Wes and his team conducts, they also contract with QualityBuilt to perform 3rd party inspections on all of their projects. Since 2003 Estrella has implemented the SB 800 “Right-to-Repair” law into all of their sales contracts and warranty procedures. This is comprised of detailed procedures for service requests, 30 day and 11 month warranty services, and general record keeping.
